《规制如何生财》内容简介
提高效率还是妨碍效率，是市场经济条件下，经济学关于政府规制收益的两个分析方向。清代盐政规制的目的却超出了规制分析的既有框架，它不考虑效率问题，而是关心“生财”，即财政收入。本书研究清代盐政规制，侧重结构性分析，揭示清廷盐政的目标、管制的技术手段、受到的约束和付出的代价，将复杂且矛盾的盐政面向置于一个体系内贯通解释，回应盐政与市场的关系问题，总结清代盐政运行的原则并阐释其基本原理。在此基础上，分析传统经济体系下的规制经济形态及其对规制经济学的潜在价值，尝试拓展规制经济学的视野。
作者简介
黄国信，历史学博士，中山大学历史人类学研究中心暨历史学系教授，入选教育部新世纪优秀人才支持计划，兼任教育部人文社会科学重点研究基地中山大学历史人类学研究中心主任，中国社会史学会副会长、中国经济史学会理事。主要研究领域为明清社会经济史、历史人类学，著有《区与界:清代湘粤赣界邻地区食盐专卖研究》等。
How does Regulation Make Money
Improving efficiency or hindering efficiency are the two analytical directions of economics on the benefits of government regulation under market economy conditions. The purpose of salt administration regulation in Qing Dynasty went beyond the existing framework of regulation analysis, it did not consider efficiency, but concerned about "generating money", that is, financial revenue. This book studies the regulation of salt administration in the Qing Dynasty, focuses on structural analysis, reveals the objectives, technical means of regulation, constraints and costs of salt administration in the Qing Court, interprets the complicated and contradictory aspects of salt administration in a system, responds to the relationship between salt administration and market, summarizes the principles of salt administration operation in the Qing Dynasty and explains its basic principles. On this basis, the paper analyzes the form of regulatory economy under the traditional economic system and its potential value to regulatory economics, and tries to expand the vision of regulatory economics.
About the author
Huang Guoxin, Doctor of History, Professor of Historical Anthropology Research Center and Department of History, Sun Yat-sen University, selected as the New Century Outstanding Talents Support Program of the Ministry of Education, serves as the director of the Historical Anthropology Research Center of Sun Yat-sen University, the key research base of Humanities and Social Sciences of the Ministry of Education, vice president of the Chinese Social History Association, and the director of the Chinese Economic History Association. Her main research fields are social and economic history and historical anthropology of Ming and Qing Dynasties. She is the author of Regions and Borders: A Study on Salt Monopoly in the Neighboring Regions of Hunan, Guangdong and Jiangxi in the Qing Dynasty.
