《矿政》内容简介

　　国家的维系，有赖于资源的汲取。资源汲取的方式，对应着不同的国家治理模式。传统中国国土面积广袤辽阔，地域差异千姿百态，在当时落后的交通、简陋的技术手段与信息能力的制约下，统治者如何在全国范围内汲取资源呢？本书从重要性、稀缺性、交易费用、社会效果、国家的议价能力与多主体性等若干影响国家资源汲取模式的变量入手，结合开矿成本随时间递增的特点，通过丰富翔实的史料讨论清王朝的矿产资源汲取情形，在揭示清代矿政之模式及其内在缺陷的同时，论述了彼时国家治理的若干重要原则与面向。以上述经验事实为基础，本书进一步联系明清王朝对食盐、丝绸、瓷器、马匹等重要物资的汲取模式，结合15~18世纪国家转型的大背景，通过对“中央全面决定机制”“猜忌型决策”“行政造‘息’”“事例原则”等概念的阐发，揭示清代国家治理的逻辑与困境。

　　温春来，贵州毕节人，中山大学历史人类学研究中心、历史学系教授，研究领域为西南民族史、明清社会经济史、历史人类学、岭南历史文化，著有《从“异域”到“旧疆”：宋至清贵州西北部地区的制度、开发与认同》《身份、国家与记忆：西南经验》，主编有大型资料性、学术性丛书“西樵历史文化文献丛书”。

Brief introduction of Mining administration

The survival of a country depends on the extraction of resources. The way resources are drawn corresponds to different modes of national governance. Traditional China has a vast land area and varied regional differences. How could the rulers draw resources from the whole country under the constraints of backward transportation, crude technological means and information capabilities? This book starts with several variables that affect the state's resource extraction model, such as importance, scarcity, transaction costs, social effects, the state's bargaining power and multi-subjectivity, and combines the characteristics of increasing mining costs with time to discuss the situation of mineral resource extraction in the Qing Dynasty through rich and detailed historical materials. While revealing the mode of mining administration in the Qing Dynasty and its inherent defects, This paper discusses some important principles and aspects of national governance at that time. Based on the above empirical facts, this book further relates to the Ming and Qing dynasties' absorbing patterns of salt, silk, porcelain, horses and other important materials, combined with the general background of national transformation in the 15th to 18th centuries, and reveals the logic and dilemma of state governance in the Qing Dynasty through the elaboration of concepts such as "central comprehensive decision mechanism", "suspicious decision-making", "administrative decision-making" and "case principle".

About the author

Wen Chunlai, a native of Bijie, Guizhou Province, is a professor at the Department of History and the Research Center of Historical Anthropology at Sun Yat-sen University. His research fields include Southwest ethnic history, social and economic history of the Ming and Qing Dynasties, historical anthropology, and Lingnan History and culture. He is the author of "From 'Foreign Lands' to' Old Frontiers' : Institutions, Development and Identity in Northwestern Guizhou from Song Dynasty to Qing Dynasty" and "Identity, State and Memory: Southwest Experience, the chief editor has a large information, academic series "Xiqiao Historical and cultural literature series".
